After more than 32 years of law enforcement service, 27 of them to the citizens of Kitsap County, Lieutenant Mark Rufener has decided to call it a career. With his wife, retired CenCom Dispatcher Sue, nearby Mark signed “out of service” for the last time on Monday afternoon.
