Russian President Vladimir Putin delivered a sharp warning to the European Union after it failed to approve a plan to use frozen Russian assets to finance Ukraine.

The EU leaders said Russian assets, totalling 210 billion euros in the EU, will remain frozen until Moscow pays war reparations to Ukraine.
